The AGS general contribution rate falls from 0.20% to 0.15%

The AGS Board of Directors’ meeting chaired by the MEDEF and held on 29 June 2017, decided to reduce the AGS contribution rate from its level of 0.20% since the beginning of the year, to 0.15% starting from 1 July 2017. 

This new 0.15% rate applies to compensations paid on or after 1 July 2017, including when these compensations concern an employment period prior to this date, in accordance with Articles L.242-1 and R.243-6 of the French Social Security Code.(1)

The decision to reduce the contribution rate was based on several findings: the current economic situation, the continued decline in the number of new insolvency proceedings in France, and the outlook for growth in 2017 and 2018.
This decision, which was mainly promoted by the MEDEF delegation on the AGS Board of Directors, contributes to the wider goal of reducing the burden of payroll charges for companies.

(1) Note that Decree no. 2016-1567 of 21 November 2016 regarding the generalisation of the DSN (Nominative payroll declaration) becomes applicable on 1 January 2018. As such, the applicable rates and caps will be those in force at the time of the employment period and not at the time the compensation was paid.

Press Release following the meeting of the AGS Board of Directors of 14 December 2016

At its meeting of 14 December 2016, the Board of Directors of AGS decided, in view of the reduction in the number of failed businesses and the impact of this on the wage guarantee scheme, combined with the economic forecasts for 2017, to reduce the contribution rate from 0.25% to 0.20%, with effect from 1 January 2017.

This should be seen against the backdrop of a persistently fragile economy and continued uncertainty that weighs heavily on businesses. However, the Board of Directors wishes to send a strong signal to contributing companies, which have displayed unwavering solidarity throughout the difficult past few years.

AGS is an employer organisation; its members are the French Business Confederation — MEDEF, the Small-and Medium-Sized Employers’ Association — CGPME, and the Mutualist and Cooperative Agricultural Sector Association — CNMCCA. AGS guarantees payment of wages and related employee claims when the employer company has been placed in protection proceedings, receivership or judicial liquidation.
