Summary of the quartely statistical bulletin

This newsletter presents exclusive statistics on the wage guarantee scheme and the activities of the AGS in the context of insolvency proceedings.
The data is obtained from the decision-making information system of Délégation Unédic AGS. The quantified changes are provided for 12 months year on year, which means that the data for the 12 months ended at the end of the 2nd quarter and 3rd quarter of 2018 is compared to the data for the 12 previous months.

Significant decline in the number of created AGS cases

In an economic climate that continues to be favourable, despite a slowdown in activity during the first half of 2018 caused by the drag on both domestic and foreign demand, the number of company failures continues to fall. The latest final figures provided by Banque de France show 52,559 liquidations and receiverships in the 12 months ended on 30 June 2018, reflecting a 5.8% reduction compared to the figure recorded at the end of June 2017. However, large companies and medium-sized ones have recorded 10 more failures year on year.

The cases created under the AGS guarantee scheme generally follow a similar trend. Their total number from 1 October 2017 to 30 September 2018 has shrunk by -7.1% compared to the number recorded in the 12 previous months. This decline concerns nearly all workforce brackets, with the exception of companies with 100 employees and more. The only activity sector to report an increase is the teaching, health and social action sector. At the regional level, the overseas departments show a different picture from mainland France and have reported increases.

The total number of commenced protection procedures, a statistic tracked by Délégation Unédic AGS since the entry into application of the 2006 company protection law, has declined steeply: by -17.4% in the last 12 months.

Amount of advances close to pre-crisis levels

The number of employees benefiting from the AGS guarantee and the amount of advances are still declining on a 12-month rolling basis, but in considerably less significant proportions than those recorded at the end of the first two quarters of 2018.

In the last 12 months, the advanced amount is still slightly higher than that of 2008.
